This is my thought ...
Electromagnetic energy is ultimately due to moving particles. In this case the photon. The moving particle produces an oscillating electromagnetic field (analogous to a vibration). The energy of the particle can be measured as an electromagnetic wave of a certain amplitude and frequency. However, the particle itself is moving in a straight line (ignoring space curvature).
