ide say the laser pointer is stuffed, they use a lens to collminate the laser beam to a point, if that lens isn't ring it will diffuse the beam (which is what your seeing). Laser light points straight and only diffuses if it passes though a medium with a different refraction index, further more if this medium isn't square the light will not pass straight, it will curve away from the original beam path.
