Then I'd guess you have the DST config that was set up for the Sydney Olympics. DST that year started in August.

Get tzedit.exe from M$ and you can fix it to be right for 2009. I have a copy if you can't find it. There might be an update for all the TZ settings somewhere at M$.

If only M$ used the Olsen timezone database.
