Customs declaration
Just a note that this means OPT has never been caught at it, because declaring a value different than actual is against US law and punishable by a huge fine and possible jail time.
Note: I don't work for the government and I simply don't care what happened, but dealers who ship a lot internationally (my company does) have to be VERY careful on this one.
