Even if you did get the funny looking thing like a Wagon Wheel we would all say "THROW IT AWAY".
It is a real pain to use and they should not include it with the scope! I can vouch for what David said above: the wind moves the scope with the dumb wagon wheel set-up.
There should be 3 teflon sliders on the base so it can slide around. I hope you got those at least. If not, just go to a hardware shop and buy a pack of 'Super-Sliders' and stick them on. You only need 3.
In my case the packet came with 4 so I placed one in the centre as a support.
