Paul, I use the Gimp (it's free) and it has a screenshot option.
I'm sure there are lots of image processing programs with this option.
Windows version of GIMP is here: http://gimp-win.sourceforge.net/
You have to install the GTk+ library, and then install the Gimp. It's easy, and all explained on that page.
