A distinction without a difference I think. I've only seen 'active' optics on a couple of photo-forums, used to describe what telescopians call "adaptive optics". Usually in reference to image stabilisation, which is essentialy the same, i.e. one set of optical elements move contrary to, or independent of, another, in order to clarify the image.
The speed shouldn't matter
Could be wrong. Usually am.
