Mitchell, you might think about building a modified cat-cooler that has a peltier sandwiched between the inside and outside halves, with the fans on the inside just used to circulate air and not exchange it with the outside.
You'd need one set of small fans on the part that goes into the tube, and another set on the outside (heatsink) portion to get rid of the heat.
Something like this would work on any SCT style scope.
