Did a clean installation of 0.10.2 work OK.
To test the zipped file I installed a clean copy of 0.10.2 and then followed the instructions that I wrote there.
Stellarium 0.10.3 ran correctly for me.
Usually the runtime error comes up with the following errors:-
faulty ssystem.ini file
Stars.ini file not agreeing with the installed files
Incorrect driver for the video card
