Skype is like Microsoft, prone to hacker due to it's marketing power. It is possible that someone it sending a paging signal through VoIP to your handset.

Skype does not use standard VoIP protocols as used by nearly all other providers. Skype try to allow external program to manipulate Skype anyway they want. This is usually associated with any free access system. although you may pay for PSTN access the technology allow free calls between each other as a way of marketing their product.

Without the specs info on the handset difficult to know exactly where it is coming from.
