I don't see why one would need a new star atlas every year. Not much changes apart from the planets. I have the Southern Sky Guide (Cambridge) I picked up 2nd hand for $11; and the Stars & Planets (Princeton) atlas which has individual maps and detailed descriptions for every constellation and lots of info about astronomy and lots of colour photos, real bargain at $8 new at a book sale. I'm sure I'll be using them for many years to come.
