My father was a white goods field technician for 20+ years, although he didn't really touch fridges (he mainly did washing machines, dishwashers). I can ask him what he thinks if you'd like. I'd ay it's the thermostat myself, but make sure it's all cleared of ice etc. Check the seal too. It could be the compressor as well, if it's under powered it won't have enough juice to cover the entire internal volume. Can you hear the compressor going?
