In the same position, yes I would report this the police. Yes he may be just a local hoodlum, but the fact that he has assaulted the female is a disturbing sign. What will he be doing in 5, 10 or 20 years time? I detest anyone who even raises a hand of a female, and I have always considered them as gutless.
Look, your local police may already be aware of them both anyway? And they may not necessarily be able to do anything about this particular incident but it will make the police aware of them and who knows? Maybe your chat with the local police which might initiate a more formal inquiry? And if the WA police are anything like VicPol, they are under-resourced and spend more time on paper work than out in the van. And after all that they are let down by the judicial system and our "softly softly" society. There is no harm in popping down to the local watchhouse and having a chat over th counter.
Even for your own peace of mind, write down the incident on a notepad (date, time, outline of incident etc) and file it away.
Would this have occurred to you 20 or 30 years ago? I think not. And back then the local Seargent may have paid the little thug a visit, but these days there would be an outcry. A sign of the times I guess.
