Following the recent 2009 DD45 asteroid, a guide has been created and is available from the Minor Planet Centre detailing methods for submitting astrometry for fast moving NEAs from Video Sequences. The trick is to get very accurate timestamps on each video frame, accurate to 0.1 seconds or better. This is easy to achieve (although a bit expensive) by purchasing a Video Time Inserter (VTI). I recommend a KIWI-OSD.
