The fourth link down ("Glasgow Astronomical Society...") is to a paper written by Giles Hammond on adopting webcams or cctv camera for astronomy but what caught my eye was his experiment relating to an "all sky" camera for weather observations, starting on slide 20, may also be in the realm of what you're after
