This might not be what it appears to be? The Swallow on the right might be a juvenile begging for food from the parent Swallow on the left?
Typically, juveniles “beg” by spreading their wings and hunching their “shoulders”. This action seems to encourage the parent bird to open its beak and the juvenile then obtains regurgitated food by sticking their beak down the parent’s throat.
