You can do all those things (with the exception of HDMI -- maybe that's changed now, not sure) with the Dell 24" LCDs.
I've got mine hooked up via DVI, have the Nintendo Wii plugged into it as well, and also a HD TV tuner card through the computer at 1920x1200, looks stunning. It does picture-in-picture, picture-by-picture, etc.
