Hi,
The Gnomon is fixed. I have never seen one that is adjustable.
All Sundials of this type I have seen have had a fixed Gnomon.

Having said that, My father had the same one in Sydney's Latitude and it was reasonably accurate.
I have another the same as this on the Central Coast ( Gosford area ) and it keeps reasonable time as well at this latitude.

Update: 12/1/09: I know of another of these in Qld which also keeps good time....

I could measure the angle if this helps.
