Whats the solution: build them a racetrack away from residential areas, and make them sign a waiver to exonerate anyone from having to be liable for their behaviour and let them do whatever ???

The only way i really leant my lesson was to be in a near collision where i believe some "superior being or something" saved the day: scared the living sh.. out of me and made me face realty very quickly, luckily no person or car was injured as a result of my stupidity.

Make them sit through a movie of a postmortem examination of a young person who has died in a car accident, and i mean make them sit through it in it's entirity, for heaven sake the forensic pathologist, police and mortuary assistants have to be there throughout the examination and they played no part in the person's death.
Make illegal for anyone under the age of 25 to be sold cars capable of hooning , and for these young people to be behind the wheel of such wheels.

Zero tolerance.
