Previous hoon (1974 variety)
I speak from several angles: (1) having been a "semi-hoon" in my teen year (early '70s), (2) being a person these days who listens to and gets woken up by the noise of these guys and (3) being a health care worker who worked in the Emergency Department of large hospitals for about 16 years (putting these guys and other victims back together).
I agree, get rid of their cars they will get another and drive unlicenced, as you have all said they don't respect authority anyway.
Whats the solution: build them a racetrack away from residential areas, and make them sign a waiver to exonerate anyone from having to be liable for their behaviour and let them do whatever ???
The only way i really leant my lesson was to be in a near collision where i believe some "superior being or something" saved the day: scared the living sh.. out of me and made me face realty very quickly, luckily no person or car was injured as a result of my stupidity.
Make them sit through a movie of a postmortem examination of a young person who has died in a car accident, and i mean make them sit through it in it's entirity, for heaven sake the forensic pathologist, police and mortuary assistants have to be there throughout the examination and they played no part in the person's death.
