IIRC, the term "zero tolerance" means that the law enforcement member is not able to exercise any discretion when an offence is detected.. an offender has to be charged with any and all of the relevant offences. So there would be no 'turning a blind eye',or only giving a warning, or giving one 'on the spot fine' instead of doing the whole brief of evidence for court thing..
It is not so much about harsher penalties or unyielding punishments.
