New moon vs late rising moon

Hi all, this may be a stupid question to some but here it is;

Obviously observing DSOs during the new moon phase at a dark-sky site is the best option.

BUT - Is there a noticeable difference to seeing faint DSOs when observing during the hours BEFORE the waning moon has risen (due to something like residual glow)?

So unless the moon is directly between the earth and the sun, even if it hasn't risen yet, does it still affect the dark(bright)ness of the sky in comparison to the new moon?
