It's the aliens' mothership. Hides most of the time along the line of sight to something very bright - like Venus - where NASA wouldn't look for it. It's only amateurs with small scopes who point them at bright plants and stars.
Sheesh, if you pointed Hubble at Venus it would probably fry the electronics.
