Mike I think that you will find that you have to have an ABN to register a business name, well at least you do here in South Australia. Once you have an ABN then you will have to do all the rubbish that comes with that registration. Even if the rules are different in NSW regarding business registration, you will still have to do an imcome tax return each year especially if you receive donations of support (which I would be more than happy to do). Even not for profit organisations still have to go through all this nonsense. But Howard did say "we will never have GST in this country while I am prime minister of this country". And people still vote for them. No accounting for stupidity
Yes there is a money grabbing exercise by the government. Just something to consider. If nothing else I would contact the local authorities and ask exactly what you will need to do for each type scenario.
