Howdy!
Setting circles are used to locate faint or not visible objects which you can then image.
From memory (and it is a poor memory), you go to an object that is close to the one you are seeking that is visible in your scope. You then set the circles so that they read the current RA & DEC of the known object. Then, by moving the scope to the co-ordinates of the faint object on the setting circles, it should then be in the eyepiece.
