Totally depends on the type of item.
There are relevant regulations covering this. Takes quite a bit of research to get the specifics of a particular item.
Generally, If an item is an electrical device for example, there are different "warranty" requirements than say a skate board.
You also must give the supplier / seller the oportunity to solve the issue. You can not just get something fixed & request the supplier pay the bill, without letting them try to fix it first.
