I did hear a rumour that the lights on the Eiffel Tower are somehow patented - photos can be taken for personal use but commercial usage requires some form of release/agreement/payment between the light owners and the photographer. Was someone pulling my leg?

No, they weren't pulling your leg. this is the case... You can not take photos of the eiffel tower for commercial use without a paid permit.
The same can be said for some of the beaches on the Gold Coast. Its damn near unlawful to have a DSLR on broad beach.
