both plates were top and bottom on a ring set which I acquired. I used the rings, but have an AP mount, with a correspondingly different sized rail and saddle system. If you can visualize the bottom plate (likely the one with the multitude of holes bored in it) on the bottom of the rings, and the other plate directly above this. Great for mounting a guide-scope etc.
Onto an SCT? I guess so, but only with a set of rings, or perhaps the requires "risers" which account for the tube radius.
Short or long? No idea. the long one is about 13" or so. the "no holes" one is about an inch shorter.
