Probably all very innocent and a miscommunication somewhere down the line.
Try calling them AGAIN on the phone (ask for the owner or manager , salespeople will just give you the run-around) and ask for a firm delivery date , be nice , honey attracts more bees than vinegar , so keep your cool for now.
The scope is probably in a container on a boat somewhere and wont be far off.
If they can't supply the scope soon , ask them for a refund or a credit on something else.
If all this fails or they refuse , or wont respond , take it up with your bank , building society or credit union , and if you bought by cheque or credit card , ask for the transaction to reversed .... this is a last resort .
You could perhaps suggest that you will be taking it with The Fair Trading Tribunal or Consumer Affairs (not sure what they called) and name and shame them here.
If you bought through internet banking ... as you suggested ... they may never have recieved your money , it may have been stolen by someone else .
