Yes you get the southerlies, but these most often die away at Clayton. Although if the weather is just foul anyway then it will not. In other words it is not paradise, but often when I go down there it is pretty good and the seeing can be fantastic.
The elevation can be good, but seeing is often best near the coast, usually within 1km is the best. Of course if you can get to 4000mtres above and have the sea all the way around you, you will get the best seeing possible. Anywhere in the hills is problematic due to the undulations in the terrain. Often good seeing can be destroyed by terrain.
