Sorry mate you're stuck unless you can persuade your local council to install lighting that floods downwards only with minimal spill into the night sky. I think you've got more chance with the rifle myself, as you're always gonna be observing through a dome of sodium light!

...although in our climate-change aware culture, perhaps the time is right to lobby for 'green' lighting which illuminates the area it's intended to without the 90% waste of energy disippating into our precious dark skies - wake up Australia!!! (actually I don't really know the % of light that goes upward but its minimization is desirable as it's just wasted energy).
