Seems to me two major problems:
1. Issues with telescope--tell Bintel. If the condition is as you've described then I'm sure they will deal with it (frustrating as it might be)
2. Not understanding your scope/collimation--user error
I doubt it'd be useful to attempt collimation anyway with damage and dirt on your scope though. See 1.
