CS2 certainly will change a TIFF to a JPEG... I'm guessing you have layers in the TIFF file

. JPEGs don't support layers, so what you'll need to do is open the file, select
Layer,
Flatten Image, then
Save As and JPEG should appear as an available filetype.
Alternatively, you could simply open your TIFF file and go straight to
Save for the Web.
