Sounds like a big pile of rubbish to me.

Firstly, how can the sun 'line up' with the centre of the galaxy? At any point in time you will always have a direct line to the centre of the galaxy. I would want this 'line up' defined a bit better first of all.

Second, the earth wobbles on it's axis already. The effect is called precession and its been known for a long time that a full wobble takes around 26,000 years.

Lastly, define 'photon belt' better. A photon is a light particle. My physics knowledge isn't top class but a belt of light sounds a bit weird to me.
