That's just the multiple central peaks that occurs in the middle of the larger impact craters. I think the amount of sharpening and the angle of the light when the image was captured just makes it look potentially man-made.

Do a search for Copernicus in IIS, or browse the solar system forum - there will be plenty of Copernicus images in different light.
