Not sure about that there could be some sort of proprietary compression involved, but try downloading
Virtual Dub opening the avi in that and saving it as an image sequence ( "Save image sequence" under the file menu and select bmps for image type). Once it is finished select all the bmps in windoze explorer and drag and drop them into the Registax window and see if that works.
