I sell that stuff (street light / lamps etc) at work and there are a myriad of legislation relating to lighting eg how much min/max lux and where, also energy usage is becoming very important when doing a lighting design, so the industry and the end user (all of us) arent completely rampant. But i when my neigbour switches on there front light all night for NO REASON AT ALL I wish for a 200mw Wicked Laser
