Firewire devices are plug and play , as long as you've got your card plugged in when you start your PC.
In your case, where you need your PCMCIA card, your card needs to be plugged in to your computer before you start your computer up.
Leave it plugged in.... which will make your firewire plug and play.
But your PCMCIA card itself is not plug and play AFAIK
