I have never pulled an ASI apart to see but assuming the basic cooling mechanism is a peltier device mounted on a metallic block with fins and fans I suppose there is a degree of latency while the cooler brings the metal block to some sort of base temp. And then, I assume there is a tendency to overshoot the target and vice versa so temps will tend to move in a range under and over the target.
