Pretty much every servo in Japan is like that.
Pull up and order a full tank, then hand the cash to the attendant who has filled the tank and cleaned the windscreen for you. Some places even give you a damp cloth to give the dashboard a quick wipe with.
A total opposite to the 'service' you get here.
