i use an older TL866 mini pro (ver 1) USB ...perfect....I use an adapter for the SOIC called SOP28 to SOIC1.27 (.300mil)

I program ATF16V8BQL-15SU ...the "BQL" is just lower power consumption at idle or sleep state. So almost in not the same ICs

They are becoming rare! You can buy the TL866 ver 2 from fleabay or here. The ver 2 removed some of the special hi voltage EEPROM level programming but so far as i know it'll do these ICs you want. It was a lot cheaper when i purchased it. There is no one programmer to suit them all...sadly.

You need a SOP to DIP adapter mine is a SOP28 to DIP 28 called "OTS-28-1.27-04" specifically for the .300mil SOIC ICs . It opens up and you place the IC in and it clamps back onto the IC legs). Make sure you get the right sized one there are many (more pins like SOP 32 etc is not an issue but ensure you at least get a SOP20! I think they only sell SOP 16/28???. Like this....and no i didn't pay anywhere near that price!

If you want i can program an IC for you all you need it the ".jed" file PM me! I'm in Lilydale
