Interesting. I also fired up a Surface Book 2 for the first time in a few weeks on Friday and it did the same thing. Turned out it was indeed a bad Windows update (according to the laptop, but I'm not so sure since I noticed a correlation between when it was on charge and when it wasn't). It took a few attempts to roll back.
If you have a recovery USB drive (easy to make if you don't), you can plug it in, access the BIOS during start-up (F2 or Del) and use the in-built recovery tools to fix any issues with Windows.
