Is Sirius overhead Cairns at the New Year?

I have often wondered: How close is Sirius to the Zenith for Cairns when the New Year begins and at what time is at its highest point?

Here in Cairns, it appears to be overhead at Midnight. Cairns is 17 degrees South and so is Sirius. Local time in Cairns is about eighteen and one half minuets minutes after the East Standard time.

I do not use any Astronomy Computer apps, so I hoping that someone can answer my question.

Also do Computer apps run on current coordinates or those that were for the year 2000?
