While this may be repeating the obvious, have you cleared your cache / cookies, etc.?
Oddly enough, I've had similar responses - call answered and then hung up on - from government based call centres. While I understand that it's frustrating, try calling very early, around 8.00am (or whenever they open the centre) so that you're one of the first in the line.
My other suggestion is to find a Government building related to whatever function(s) you're trying to undertake, tell them what you're trying to do, and when they try to say "Go to MyGov..." explain what brought you there.
One more point, and while it won't solve your immediate problem, it may be useful down the line. Get a diary, an old exercise book, whatever, and keep a running log of every attempt, phone call, e-mail, and the like, with dates and times. It won't solve the issue, but if you have to take the matter further, it shows that you've not only tried to resolve the issue, but have been doing so for a prolonged period.
