Yes, and notice it was a U.S. flag! Not an Earth flag.
What was that bit in the document: The United States rejects any claims to sovereignty by any nation over outer space or celestial bodies,
or any portion thereof;
So that means when the U.S. sets up a Moon or Mars Base, legally (by their own words) it ain't theirs and can't keep any other nation from entering it as it can't be U.S. land or territory.
