If its a burnt DVD they use vegetable die as the medium so must be kept in complete darkness at low heat. For a pressed DVD just use toothpaste as a cutting compound to grind out the scratches. Do it on a non consequential DVD to verify this works first and don't blame me if it doesn't. Use a microfiber pad. And Google is your friend.
