open windows paint and resize it in there eg: 50% . then add my info to the pic and save that as tif. then save again in paint as jpg. what i should have done is resize it in photoshop then add details in paint and save as .jpg using photoshop again.

No need to bother with the Gimp if you already have Photoshop. Just stay away from Paint. That's the cause of the problem! Like most other things from that company

, it's a junk piece of software.
