ill try the gimp as steve suggested. thanks. the way i normally do it is save full scale image in photoshop after processing then convert to 8bit. save that.
open windows paint and resize it in there eg: 50% . then add my info to the pic and save that as tif. then save again in paint as jpg. what i should have done is resize it in photoshop then add details in paint and save as .jpg using photoshop again.
