Not dark site dark but dark enough to get a shot like that.
I might add that Bilpin is around 550 metres altitude if not more. So you would get some extra clarity as that is out of the city mucky air.

Cool coincidence that you're so close.
Out of interest, that area at 206 microcandela/m2 (~Bortle 3) is ~15 times darker than my 2960 microcandela/m2 (~ Bortle 7) backyard....
(and that's based on 2015 World Atlas Data). It's 250 times darker based on 2019 VIIRS Radiance data from LightPollutionMap... Yikes!
