What you are saying sounds like the "tired light" theory (it is an idea only and has no support via data or experiment) which seeks to explain redshift as a condition of "tired light". I recall the unacceptability of the proposal was that a photon could not lose energy (as envisaged by the tired light approach) so as to create the shift.
Leaving that aside what interpretation do you place of the data if interpreted via your approach? I gather you suggest they (quazars) may be further distant if the data was interpreted taking into account your premise? How do you (or do not) overlay the "accepted fact" that the Universe is expanding via your idea.
